As part of the implementation of the instructions of the Prosecutor General of the Republic of Kazakhstan, systematic work is being carried out to expand business participation in the employment of convicts.
With the coordination of the regional prosecutor's office, a cooperation agreement was reached between the Department of the Penitentiary System for the Aktobe Region and one of the large enterprises in the poultry industry of the region –RAMAZAN QUS LLP«.
In accordance with the agreement, 50 convicts serving their sentences in an institution №9 (minimum security institution) of the regional police department will be employed with the possibility of permanent residence on the territory of the factory.
The company carried out a major overhaul of the empty building, converting it into a dormitory, where all the necessary amenities are provided, such as a bedroom, kitchen, laundry, showers, etc.
On September 2, 2026, the opening ceremony of residential premises took place on the territory of the poultry farm, where the head of the Service for Supervision of the legality of sentences that have entered into legal force and their execution Akhmetov Murat and the first deputy chairman of the Committee of the Penal Correction System Niyaz Rysbaev took part.
The opening of this facility –this is not only the commissioning of new residential premises, but also a specific step aimed at involving convicts in labor activities, their social adaptation and subsequent integration into society.
On the same day, the prosecutor's office of the Aktobe region held a meeting of the Coordination Council for ensuring law, order and combating crime in the region, where the state of the rule of law in the penal system of the Aktobe region, problematic issues and ways to solve them were considered.
The head of the Service of the General Prosecutor's Office of the Republic of Kazakhstan Akhmetov Murat, the deputy head of the National Center for Human Rights Zharkynbek Bakashbaev and the first deputy chairman of the Committee of the penitentiary system Niyaz Rysbaev took part in the work of the Coordination Council.
During the meeting, reports were heard from the First Deputy Prosecutor of the Aktobe Region and the Head of the Department of Internal Affairs for the Aktobe Region on the state of the operational regime situation in institutions of the penitentiary system, as well as issues of resocialization of persons registered with the probation service and administrative supervision.
The main attention is paid to ensuring adequate treatment and supervision in institutions, preventing crime, employing convicts and persons on probation registration, as well as respecting their rights.
On behalf of the prosecutor of the Aktobe region, Marat Abisheva, in order to eliminate shortcomings and violations of the rule of law identified in the penal system, «a Plan of priority measures was developed to improve the operational regime situation and the state of the rule of law in institutions of the penal system of the Aktobe region», which was approved by the Coordination Council.
The implementation of these measures is entrusted to the Department of the Penitentiary System, the Police Department, local executive bodies, as well as the regional prosecutor's office.
